Pennsylvania Lottery - Where the Money Goes

The Pennsylvania Lottery was established by the Legislature in 1971. The primary purpose of creating the Lottery was, and remains, to generate funds to benefit programs for the Commonwealth's older residents.

Since 1972, when its first game went on sale, the Pennsylvania Lottery has contributed $13 billion to programs such as Property Tax/Rent Rebate, administered by the Department of Revenue; the Mass Transit Program for older citizens administered by the Pennsylvania Department of Transportation; the Pharmaceutical Assistance Contract for the Elderly (PACE); the newly expanded PACENET program, both administered by the Department of Aging, and the 52 Area Agencies on Aging throughout the Commonwealth, including 650 full and part-time senior community centers.

Today, the Pennsylvania Lottery is the only state lottery in the nation that exclusively targets all of its net proceeds to programs for older residents. In fiscal year 2001-2002, the Lottery achieved sales of approximately $1.9 billion; program contributions were over $800 million.

By law, the Pennsylvania Lottery must contribute 30 cents of each dollar earned to programs and 40 cents to players in the form of prize money.  Over the past five years, the Lottery has surpassed both requirements, having contributed approximately 40 cents to programs, while approximately 50 cents went back to players in the form of prize money.

The Lottery operates on approximately 1.7 percent, making it one of the most efficiently run lotteries in the nation.*

As an agency of state government, the Pennsylvania Lottery is a successful enterprise of which all Pennsylvanians can be proud.

 

* In the fiscal year ending June 30, 2002, the Pennsylvania Lottery ranked highly among the most profitable lotteries in the U.S.  Of the 39 state lotteries, the Pennsylvania Lottery finished second in net income as a percentage of sales, third in traditional sales (excluding Keno, multi-state games such as Powerball and video lottery terminals) per employee and fourth in net income per employee.  These evaluations were conducted by International Gaming & Wagering Business Magazine.

 

LOTTERY-FUNDED BENEFIT PROGRAMS


Property Tax and Rent Rebates
(Department of Revenue)

Who Qualifies:

Important. When determining income, eligible claimants only report:              
bulletOne-half (50 percent) of their net Social Security Benefits from Box 3 of their Benefits Statement (Form SSA-1099), and              
bulletOne-half (50 percent) of any Social Security Supplemental Income (SSI), and

One-half of Social Security Equivalent Benefits Portion of Tier 1 of Railroad Retirement Income.
 

Shared Ride/Free Ride Programs
(Department of Transportation)

Who Qualifies: 

  • Persons 65 years of age or older with proper ID card                               
  • The Shared Ride program offers door to door specialized transportation services (vans and mini buses) at a reduced fare                               
  • The Free Transit program provides rides on scheduled fixed-route public transit services for free during off-peak hours on weekdays and all day weekends and holidays                               
  • Apply directly to local public transportation providers
 

PACE (Pharmaceutical Assistance Contract for the Elderly)

Who Qualifies: 

  • Persons 65 years of age or older                               
  • You have lived in Pennsylvania at least 90 days prior to the date of your application                               
  • You are not eligible for pharmaceutical benefits under medical assistance                               
  • Your total previous year's income for a single person was $14,000 or less                               
  • Your total previous year's combined income for a married couple was $17,200 or less                               
  • Eligible participants pay only $6 for each prescription 
     

PACENET (Pharmaceutical Assistance for the Elderly needs Enhancement Tier)

Who Qualifies: 

  • Persons 65 years of age or older                               
  • You have lived in Pennsylvania at least 90 days prior to the date of your application                               
  • You are not eligible for pharmaceutical benefits under medical assistance                               
  • Your total previous year's income for a single person was between $14,000 and $16,000                               
  • Your total previous year's combined income for a married couple was between $17,200 and $19,200                               
  • If you qualify for PACENET, you must satisfy a $500 yearly deductible before PACE will begin reimbursing your prescriptions. $8 copayment for generic prescriptions or $15 for brand-specific. 
 

Area Agencies On Aging

Who Qualifies: 

  • Persons 60 years of age or older
    The Pennsylvania Lottery funds 52 Area Agencies on Aging across the state. Programs include senior center activities, meals-on-wheels and in-home care including homemaker assistance, personal care and home chore services.

BENEFITS BREAKDOWN BY PROGRAM FOR
FISCAL YEAR 2001-02

PROPERTY TAX/RENT REBATE - received $120.6 million in contributions from Lottery; on average, approximately $374 per household was refunded to more than 322,000 households last year.

PACE/PACENET -  With a large portion of funding from the Lottery, the PACE/PACENET program paid over $350.8 million for approximately 28,000 prescription claims a day last year; nearly 10.4 million prescription claims last year alone.

TRANSPORTATION - received $117.9 million in contributions from Lottery; 43.4 million free rides and more than 6 million shared rides per year.

DEPARTMENT OF AGING - received $200.9 million in contributions from Lottery to fund 52 Area Agencies on Aging and 650 full- and part-time senior centers statewide.

Hot Meals Program - 5.1 million congregate meals were served last year to 147,712 older Pennsylvanians at various senior centers; approximately 19,615 hot lunches in senior centers statewide, Monday-Friday, 52 weeks a year.

Home-Delivered Meals - approximately 43,890 seniors were served last year; 7 million meals funded by Lottery were delivered to shut-ins; more than 19,000 meals a day were delivered Monday-Sunday last year.
