The Vermont Lottery has one of the smallest staffs of any lottery in the United States. It consists of twenty full-time staff members and five commissioners. There are fifteen in-house staff members and five sales representatives. The lottery consists of various departments including marketing and sales, accounting, administration and information technology.

The Vermont Lottery Commission consists of five members who are appointed by the governor, with the advice and consent of the senate. The members are appointed for three year terms. No member of the commission shall have any pecuniary interest in any licensee, licensed under the provisions of this chapter to conduct a lottery, nor shall any member of the commission have a pecuniary interest in any contract awarded pursuant to the chapter. No more than three members of the commission may be members of the same political party. The commission is responsible for the establishment and management of the state lottery. The commission meets on the third Thursday of every month at the Vermont Lottery Office in South Barre.
